On August 21, 1996, Congress signed the Health Insurance Portability and Accountability Act (HIPAA) of 1996 into law. The overall purpose of HIPAA is to develop and adopt requirements and standards that will improve the efficiency, security and effectiveness of health care administration.

HIPAA has been noted as the most significant health care legislation since the passage of Medicare in 1965.
